Breaking this down further, fintechs were the most advanced: ** percent had reached scaling and ** percent transforming, compared with ** percent and six percent respectively among traditional financial institutions. Regulators presented a markedly different picture: while a similar share were piloting (** percent), far fewer had progressed to scaling (** percent) or transforming (two percent), and a larger proportion remained at the exploring stage (** percent versus ** percent among industry). Agentic AI adoption, however, was at a much earlier stage across both groups: ** percent of fintechs and ** percent of traditional financial institutions had reached active adoption (defined as piloting or above), while the equivalent figure for regulators stood below ** percent.
