The tobacco control scale allocates points to each policy, with a maximum score of 100: price (30 points), smoke free public places (22 points), spending on public information campaigns (10 points), comprehensive advertising bans (13 points), large health warnings (10 points),cessation support (treatment) (10 points), combatting illicit trade (3 points) and tobacco industry interference (2 points). Countries which have not ratified the WHO Framework Convention on Tobacco Control will lose one point.

In 2021, the United Kingdom scored ** points out of 100 on the tobacco control scale as a result of the implementation of different policies combatting smoking. The UK scored particularly high on the price of tobacco and had the highest possible score for its laws regarding smoking bans in public places. When compared to other European countries, the UK had the best score for tobacco control.
