In a ranking of the most creative advertising agencies located in Europe in 2025, Milan-based Le Pub was ahead of the pack with points. Munich-based Serviceplan and Paris-based Publicis Conseil completed the top three with  and points, respectively.

Publicis Worldwide is the creative agency network within Publicis Groupe, one of the leading media holding groups worldwide. In 2020, the Paris-based conglomerate generated revenues of around *** billion euros, down by roughly one percent compared to the previous year due to the outbreak of the pandemic. Despite this small setback, the company is still thriving after nearly a century of marketing and advertising activity. Back in 1926, Publicis Groupe was founded by Marcel Bleustein-Blanchet, who is known as the father of French advertising. Under its third CEO the company today delivers traditional and digital marketing content for many of the world’s most well-known brands, including Cartier, L’Oréal, and Heineken.

Most creative advertising networks worldwide

While Publicis Worldwide topped the European creativity charts in 2021, Miami-based network Ogilvy was named the most creative agency network worldwide in 2025. In addition, DAVID Miami, an independently branded creative satellite of the Ogilvy network, was voted the most creative advertising agency worldwide in 2020, mainly owing to the company’s work on Burger King’s “Moldy Whopper” campaign. The innovative campaign which included a video of a rotting burger was a collaboration between DAVID Miami, INGO Stockholm, and Publicis.
