The initial target population for BTOS was all nonfarm, single location employer businesses with receipts of $1,000 or more that are in the United States, District of Columbia, and Puerto Rico.

A survey among different retail businesses showed that in June 2025, the electronics and appliances sector was the one that invested the most in AI, however with figures of a little over * percent. Followed by health and personal care at around percent investment and motor and vehicle parts coming in third.
