Participating European countries were Austria, Belgium, Czechia, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Poland, Portugal, Serbia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. This survey includes all road users in the sample.

Support for policy measures requiring all cyclists to wear helmets was the strongest in Ireland, where **** of the respondents were in favor of these policies in 2018. The country was closely followed by Spain and Greece, where support reached **** and **** percent respectively. By contrast, support in the Netherlands was much lower, representing less than a quarter of respondents.
