"The European innovation scoreboard provides a comparative analysis of innovation performance in EU countries, other European countries, and regional neighbours. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas they need to address.
"Use of information technologies captures the use of information technologies including two indicators: Enterprises actively increasing the ICT skills of their personnel and Employed ICT specialists."
The EIS 2021 distinguish between four main types of activities, and 12 innovation dimensions, capturing in total 32 indicators."

According to the European innovation scoreboard, which measures innovation in Europe through a variety of different indicators, Finland had the highest score when it came to 'use of information technologies' in 2022, a category which measures how much enterprises within a country are actively increasing the ICT skills of their personnel the level of ICT specialist employment.
