"The European innovation scoreboard provides a comparative analysis of innovation performance in EU countries, other European countries, and regional neighbours. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas they need to address.
" Finance and support includes three indicators including private funding (Venture capital investments), R&D expenditures in universities and government research organisations and Direct government funding and government tax support for business R&D."
The EIS 2021 distinguish between four main types of activities, and 12 innovation dimensions, capturing in total 32 indicators."

According to the European innovation scoreboard, which measures innovation in Europe through a variety of different indicators, France had the highest score when it came to 'finance and support' in 2024, a category which measures the levels of private funding, research and development expenditure, and government support for business R&D.
