In large economies such as Belgium, Italy, France, and the Netherlands, this share was even lower, while in Luxembourg - the country with the highest share of foreign-controlled enterprises - the share was almost ** percent. Around ***Â percent of companies operated in the EU have an owner in an EU country other than the one in which they are operating in, while a further ***Â percent were owned outside the EU entirely.Â
