When the answers differ for different legal systems, the answer selected is the one that applies to the majority of the population. 1.0 measures the legal framework of mobility, workplace, pay, marriage, parenthood, entrepreneurship, assets, and pension. 2.0 measures frameworks of safety, mobility, workplace, pay, marriage, parenthood, childcare, entrepreneurship, assets, and pension. 

WBL 2.0 supportive frameworks index analyzes instruments designed to support the implementation of laws regarding safety, mobility, workplace, pay, marriage, parenthood, childcare, entrepreneurship, assets, and pension. The instruments considered include national policies, plans, programs, services, budgets, procedures, inspections, and sanctions for noncompliance with quality standards.

WBL 2.0 expert opinions index provides experts’ responses to scale questions, focusing on the outcomes in the certain topic areas. Respondents share their opinion on the extent to which these outcomes are being realized in practice in a particular economic area.
