As of 2024, there were a total of ** countries currently in the process of developing their National Action Plan (NAP). The process of publishing a NAP document, like many government initiatives, takes a prolonged period of time. Following the draft publication, countries may then reconvene to further develop goals and commitments, before publishing their official NAP. 

The process of publishing a NAP is a long one, as countries must first create a baseline assessment. Following the baseline assessment, several draft proposals may be put forward. At each step, countries must include all relevant stakeholders including national, federal, business, and consumer councils. At each stakeholder level, input must be provided on a written, verbal, and consultation basis. Following the completion of this procedure, a published NAP can be implemented by the country.
