In May 2024, 45 percent of Russians believed that the Western sanctions imposed on their country at the time targeted the general population. Furthermore, a slightly higher percentage held the view that the measures were directed at only a narrow circle of those responsible for Russia's policy on Ukraine. That share marked an increase from the previous survey in March 2022, which was held in the first full month of Russia's invasion of Ukraine.
