This difference, also called the "VAT Gap," is particularly high in Italy, where it reaches ** billion U.S. dollars. France, second on this list, records a shortfall for public finances of ** billion U.S. dollars.
This difference can be explained by VAT fraud, tax evasion or optimization practices, cases of business insolvency, or calculation errors by the administration.
