In 2006, less than 30 percent of French GDP was allocated to social benefits compared to 31.6 percent in 2022. Social spending experienced peaks during the 2008 financial crisis and the 2020 health crisis.

Social protection according to the OECD

The source provides a definition of social protection: "Social expenditures cover cash benefits, goods and services provided directly, and tax reliefs with social purposes. Benefits may be targeted at low-income households, the elderly, disabled persons, the sick, the unemployed, or the youth. A social program is characterized by a redistribution of resources between households or mandatory participation. Social benefits are considered public when public administrations (central and local administrations, federated state administrations, and social security administrations) control the corresponding financial flows. All social benefits not provided by public administrations are considered private. Private transfers between households are not considered social and are not included here. Total net social expenditures encompass both public and private spending and take into account the effects of direct and indirect taxation and tax reliefs with social purposes."
