Market share of health plans offered by employers in the U.S. in 2025, by enrollment
In 2025, 46 percent of employees were enrolled in preferred provider organization (PPO) plans through their employers. PPO plans had the highest market share among the four common types of health plans offered by employers in the United States. Another third was occupied by High Deductible Health Plans (HDHP).
