Passenger cars are classified under Japan鈥檚 Road Vehicles Act in three categories, based primarily on engine capacity: 鈥渟tandard鈥 (over 2,000cc), 鈥渟mall鈥 (661cc-2,000cc), and 鈥渕ini鈥 (660cc and under).

According to a survey conducted in 2023 about the usage of light motor vehicles among private households and businesses in Japan, the majority of mini passenger car owners had purchased new cars, while ** percent had bought them secondhand. Japanese mini cars or kei cars are vehicles shorter than *** meters with a maximum height of * meters and a maximum width of **** meters. The engine capacity is restricted to **** liters.
