In 2019, over ** percent of respondents in Russia stated to not use the internet because they did not need it or were not interested in it. Nearly ** percent explained their decision by the fact that they did not have internet skills. When asked about reasons for not using home internet in 2018, one fifth of Russians named elevated internet tariffs.
