Emigrants are those who unsubscribe from the municipality registers, which happens when the intended stay abroad is 8 months or longer. This does not only include people who have unsubscribed themselves, but also those who have been removed from the municipal administration and have not subscribed again within two years. Removal from the municipal administration happens when the municipality cannot reach a person, this person does not longer live on his/her last known address, and is unlikely to have remained an inhabitant of this municipality.
