Survey respondents are asked to state the main reason why some people find themselves in situations of non-use. A list of eight reasons is offered to them, which have been grouped into six reasons.
The proportion of people responding "Don't know," not taken into account in the study, has been above 3 percent since 2018.
*The fear of negative consequences groups the reasons "To avoid having to be accountable, to avoid being subject to control" and "To avoid negative consequences (loss of other rights, obligation to pay taxes, administrative problems, etc.)."
** The desire for autonomy groups the reasons "Because they prefer to manage on their own" and "Because they refuse to depend on social assistance and to be considered as dependents."
