In France, a ward of the State is a minor entrusted, notably by court decision, to the child welfare service (ASE) and for whom parental authority is exercised by the Prefect of the department as guardian and by a special family council. Wards of the State are the only minors under child welfare who can be adopted, either because their parents have consented to the adoption or because this consent has been given by the guardianship authorities.
