In 2025, ** percent of workers with HDHP/SO in the U.S. were covered in a prescription drug plan with four or more tiers of cost sharing. Cost-sharing tiers are commonly defined as a health plan placing a prescription drug on a formulary or preferred drug list that divides drugs into groups with varying cost-sharing or management. The likelihood of being in a plan with no prescription cost sharing after the plan deductible is met is higher for HDHP/SO covered workers than for covered workers in other plan types.
