High costs associated with delivering or returning products were the major obstacle for Lithuanian enterprises to sell online in other European Union (EU) countries in 2021. Ranking second were the difficulties related to the value-added tax (VAT) system, according to nearly two percent of the surveyed companies. In 2021, less than 13 percent of Lithuanian e-commerce businesses were selling to EU member states.
