According to source, problem users are those who score between 4 and 26 (for alcohol between 11 and 26) on the WHO ASSIST test and have experienced any harmful consequence of substance use within three months preceding the survey period. Dependent users are those who score over 26 points on the WHO ASSIST tests.

According to a survey on substance use in India, there were over * users of heroin across the country during 2017 and 2018. The north-eastern states along with Punjab, Haryana and Delhi were the most problematic in terms of the number of people dependent on substances. Overall, alcohol was found to be the most common psychoactive substance used by Indians, followed by cannabis and opioids.
