The Tankan survey, conducted among business enterprises in Japan in December 2025, revealed that businesses in both manufacturing and non-manufacturing industries experienced labor shortages. The Diffusion Index of employment conditions among enterprises in the non-manufacturing sector reached minus **Â percentage points.
