Rural areas are municipalities that are either:
1) very sparsely populated. Here, all the population lives at least 90 minutes travel distance away from a town with at least 50,000 inhabitants.
2) sparsely populated. Here, more than half of the population lives at least 45 minutes travel distance away from a town with at least 50,000 inhabitants.
3) rural municipalities close to urban areas. A majority of the population lives less than 45 minutes travel distance away from a town with at least 50,000 inhabitants.
