Most Russians believed that their country should not assign the four southernmost Kuril Islands to Japan, according to a survey conducted in November 2018. The share of respondents that supported such a transfer was measured at 14 percent.
The Soviet Union acquired the Kuril Islands at the end of the World War II; however, Japan argued that the Iturup, Kunashir, Shikotan, and Habomai Islands did not belong to the island chain. Due to that territorial dispute, there has not been a permanent peace treaty between the USSR and Japan after the war.
