European Union energy prices - statistics & facts
Energy prices in the European Union have cooled since the 2022 spike, but they're still nowhere near pre-pandemic levels. Wholesale electricity costs and natural gas rates remain well above where they stood before the crisis, largely because the EU still leans heavily on imported oil and gas. That vulnerability became clear when Russia's natural gas flows were cut after its invasion of Ukraine and again when Middle East tensions flared in late 2023. Supply disruptions and volatile commodity prices continue to keep the region's energy outlook uncertain.
What EU households actually pay for power
For consumers, the squeeze has hit hardest on electricity bills. Prices had been creeping up for years, but the real jumps started in mid-2021. Raw material costs ballooned so fast that they swallowed most of the end-user price by 2022, even with energy caps in place. The EU stepped in, subsidizing taxes and levies to soften the blow. Once raw energy costs started dropping in 2023, though, those subsidies were pulled back, pushing overall prices up again. By the end of 2024, EU households were paying roughly 30 percent more than they did in late 2019. Ireland and Germany consistently top the charts for household electricity prices in the region. In 2025, Irish residents using between 1,000 and 2,500 kilowatt-hours a year faced bills exceeding 50 euro cents per kilowatt-hour, while French households paid around 30 cents and Spanish ones about 33. Countries like Belgium and Denmark also run high, largely because of steep energy taxes.
Industrial customers typically get a better deal than households. Electricity can be moved at higher voltages, which cuts transmission costs, and large buyers often negotiate prices on wholesale markets rather than retail ones. In the second half of 2025, Ireland and Hungary posted some of the steepest industrial electricity prices in the EU.
Why gas prices still call the shots
Europe's spot-market electricity price is set by the costliest supplier, and that's frequently natural gas, as it remains one of the top sources of power generation in the EU. So its price ripples through the entire electricity market. As with power, household gas bills run consistently higher than what industry pays. In the second half of 2025, Sweden, the Netherlands, and Italy ranked among the most expensive EU countries for residential natural gas.
The EU's push to diversify its energy mix and scale up homegrown renewables should gradually loosen the grip of global fossil fuel markets. With import costs still unpredictable, that transition is becoming as much an economic necessity as a climate goal.
