Provisions of the Penal Code were partially revised (enforced in July 2017); 鈥渞ape鈥 was redefined as 鈥渇orcible sexual intercourse鈥, in accordance with the revision of the constitutive elements of rape. Amendments in 2023 (enforced in July 2023) redefined 鈥渇orcible sexual intercourse鈥 to 鈥渘on-consensual intercourse鈥 and raised the legal age of consent to 16 years from 13 years.聽

The number of recorded rapes in Japan increased to聽 cases in 2025 from the previous year. The number of reported non-consensual indecencies also increased to聽 cases.
In 2023, amendments to the Penal Code expanded the definition of rape, which up to that point was interpreted as forced intercourse, including forced anal and oral sex, to non-consensual intercourse.
