Break in the time series: from 2011 figures were calculated based on the 2011 census. Data preceding 2016 is based on earlier source reports. Fine-cut tobacco refers to loose tobacco used for roll-your-own cigarettes. Smoking tobacco declared as fine-cut tobacco falls under a lower taxation rate and is cheaper than pre-rolled cigarettes. Starting in 1997 calculations are based on net benefits of tax revenues. Figures are thus only partly comparable to the previous years.
