The source adds the following information: "Since 2006, individuals paid from advance settlement accounts (such as some teachers in Greta) are no longer counted, nor are technicians and workers funded by local authorities. In 2008, staff of institutions that had gained autonomy in higher education were not taken into account."
"From 2010, trainee civil servants are counted with public primary or secondary school teachers."
