The source states that special educational needs are those resulting from a set of significant limitations in terms of activity and participation in one or more areas of life, arising from permanent functional and structural changes, resulting in ongoing difficulties in communication, learning, mobility, autonomy, interpersonal relationships, and social participation, which give rise to the mobilization of specialized services to promote biopsychosocial functioning potential.
The source used the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) to define health conditions of students with special needs and the World Health Organization (WHO) to define chronic disease.
