In 2023, the District of Columbia was by far the territory in the United States with highways in the worst condition. Meanwhile, nearly half of urban highways in Puerto Rico had pavement in poor condition, while that figure amounted to ** percent in California. Alabama, Minnesota, and Indiana had the highest share of urban highways in fair or good condition.
