Any call concerning a patient received at the medical regulation center leads to the opening of a medical regulation file as soon as the regulatory file has benefited from an act of medical regulation by application of the rules specified in the internal regulations of the SAMU. Any file for which the regulating doctor was informed at the time of his treatment is considered to have benefited from an act of medical regulation. Therefore, only one file is open for each patient, even with multiple calls. Therefore, the number of DRMs is lower than the number of DRs.

In 2023, the French SAMU (Urgent Medical Aid Service) opened **** million medical regulatory files. Any call the SAMU receives opens a regulatory file, which becomes a medical file as soon as an act of medical regulation is made. That year, the French SAMU (Urgent Medical Aid Service) picked up over **** million phone calls. 

The mission of the emergency medical aid service (SAMU) is to respond by medical means to emergency situations, to ensure permanent medical attention, to determine and trigger the most appropriate response. Calls handled in the context of on-call care, as well as the answers provided by the regulating doctor, are subject to a traceability requirement according to procedures set by order of the Minister of Health.
