The Title X National Family Planning Program, administered by the U.S. Department of Health and Human Services (HHS), Office of Population Affairs (OPA), is the only federal program dedicated solely to supporting the delivery of family planning and related preventive health care.
By law, Title X funds cannot be used by centers where abortion is a method of family planning. The Title X program is designed to provide 鈥渁 broad range of acceptable and effective family planning methods and services (including natural family planning methods, infertility services, and services for adolescents),鈥 with priority given to persons from low鈥慽ncome families.

In 2021, 76 percent of Title X family planning services users in District of Columbia reported having public health insurance coverage, the highest share across all states in the United States. Massachusetts followed closely with 75 percent of Title X users having public insurance. The Title X Family Planning Program is a federal grant program which aims to provide comprehensive and confidential family planning services and preventive health services in the United States.
