Under the European Commission’s Waste Framework Directive, EU member states are legally required to recycle (or prepare for reuse) 60 percent of municipal waste by 2030 and 65 percent by 2035. In 2024, the recycling rate of municipal waste in the EU‑27 was 48.1 percent, and only six member states achieved recycling rates above 55 percent.
