Introduced in 2002, the Sports Promotion Lottery or 'toto' lottery in Japan is a lottery allowing sports betting on outcomes of Japan's professional soccer league J. League and foreign football matches. The goal of the lottery is the generation of funding through a portion of sales proceeds to subsidize sports-promotion projects of municipalities and sports organizations.
