The policy applies to persons from Abkhazia, Azerbaijan, Uzbekistan, Moldova, Tajikistan, and Ukraine. Citizens of EAEU countries can work in Russia without a patent.

Over 93 thousand work permits were issued to foreigners in Russia in 2021, marking an increase from the previous year. Moreover, the country issued roughly 2.2 million migrant patents allowing foreigners coming under the visa-free policy to work in Russia without acquiring a work permit.
