* For assessment of the degree of sobriety in regions, the following six criteria were used:
1. "The number of deaths by main classes and individual causes of death (alcohol poisoning)."
2. "The number of patients registered in medical institutions with a diagnosis of alcoholism and alcoholic psychoses."
3. 鈥淭he number of crimes committed by persons under the influence of alcohol (unit)鈥.
4. "The regional volume of all alcoholic beverages sold in liters of pure alcohol."
5. 鈥淭he number of offenses related to the illegal production and trafficking of ethyl alcohol and alcohol products (unit).鈥
6. 鈥淭he strength of the regional anti-alcohol legislation,鈥 was calculated on the basis of two sub-indicators
6.1. 鈥淣umber of hours prohibiting the sale of alcohol per day鈥 and
6.2. "The number of days in a year when the sale of alcohol is completely prohibited."
The total score for each region was calculated by summing the places occupied by this region according to each of the six basic criteria.
The lower the score, the the region and the higher the place it occupies.
