Despite being one of the largest in Europe, the German residential market is not immune to the challenges of inflation, economic uncertainty, and a tight lending environment. After more than a decade of uninterrupted growth, the market entered a correction phase beginning in 2022 before gradually stabilizing in 2024 as financial conditions improved. Rental growth shows no signs of slowing down

Roughly half of German households live in rental accommodation, making the rental sector a critical segment of the housing market. Germany also has one of the lowest homeownership rates in Europe. As fewer households can afford to purchase homes due to higher borrowing costs, demand for rental housing has increased.

As a result, rental prices have continued to rise. The average rent of newly built and existing residential property has steadily increased through 2024 and 2025. Compared to other cities in the country, Berlin historically remained relatively affordable, attracting young professionals and students. Nevertheless, it has experienced strong rent growth in recent years, reflecting rising demand and limited housing supply. In Germany, there is a rent cap (鈥淢ietbremse鈥) 鈥 a measure introduced in 2015 that limits rent increases in cities with tight housing markets to a maximum increase of 20 percent within a three year period. Policymakers have also attempted other regulatory measures in recent years. In 2020, Berlin introduced a rent freeze (鈥淢ietendeckel鈥), which was later declared unconstitutional by the Federal Constitutional Court in 2021. However, the results of a 2021 referendum showed that a majority of Berlin voters supported the potential socialization of large housing companies owning more than 3,000 apartments, highlighting the continuing political debate surrounding housing affordability in Germany.聽
