LGBTQIA in France - statistics & facts

In 2024, around 7,000 homosexual marriages were celebrated in France. Following the gradual decriminalization of homosexuality, the Civil Solidarity Pact (PACS) was created for same-sex couples in 1999, before giving them access to marriage in 2013. Marriage automatically made it possible for same-sex couples to adopt children, and in 2021, medically assisted procreation became open to couples made up of two women and to single women.

Sexual orientation & Gender identity

While most of the French people identify as heterosexual (attracted only to people of the opposite sex), nine percent identify with other sexualities. The acronym LGBTQIA+ thus encompasses homosexuals, bisexuals, pansexuals, and asexuals, but also transgender, non-binary, and intersex people, as well as those identifying with the broader term "queer". Cisgender people, whose reported gender corresponds to their assigned sex at birth, represent the majority, while people with other gender identities represent a minority of the French population. These are mainly transgender people, whose gender is different from that assigned at birth, and non-binary people, who do not identify exclusively with the female or male gender, or with neither. In France, gender changes on official documents are only possible in adulthood. A request must be made to the court to demonstrate that the sex indicated on civil status documents does not correspond to one's gender identity. While it is no longer necessary to have undergone medical treatment or surgery to have one's gender legally recognized, the process remains long and challenging.

Discrimination and LGBTQIAphobia

Despite growing acceptance and integration of non-heterosexual or non-cisgender people, they are still frequently the victims of discrimination and abuse. Since 2013, when a peak in reports of homophobic attacks linked to the legalization of homosexual marriage was recorded, the number of reports of LGBTIA-phobic assaults collected by the association SOS-Homophobie has oscillated between 1,300 and 2,400 annually. The annual "Rainbow map" index ranks European countries according to the quality of life offered to LGBTQIA+ communities. France did not even place in the top 10 European countries in 2025, with a total score of 61.38 percent based on factors such as equality, non-discrimination, hate crimes, and legal gender recognition. This score illustrated the further progress France needed to make on the question.
