*The provincial competitiveness index (PCI) ranks Vietnam's 63 provinces based on economic governance areas that affect the private sector development. The PCI measures the following ten sub-indices on a scale from 0 (minimum) to 100 (maximum):
- low entry costs for business start-ups;
- easy access to land and security of business premises;
- a transparent business environment and equitable business information;
- minimal informal charges;
- limited time requirements for bureaucratic procedures and inspections;
