PayPal's European division is headquartered and registered in Luxembourg since 18 April, 2007, and is licensed as a Luxembourg financial institution with supervision of the Luxembourg supervisory authority, the Commission de Surveillance du Secteur Financier (CSSF). In 2018, PayPal Europe reported an overall profit of *** million U.S. dollars, a decrease when compared to the previous year.
