Figures include all training-related expenditures for the year, including training budgets, technology spending, and staff salaries. The source adds the following: " The training expenditure figures were calculated by projecting the average training budget to a weighted universe of 152,572 companies, using a Dun & Bradstreet database available through Hoovers of U.S. organizations with more than 100 employees. Although small companies have the smallest annual budgets, there are so many of them (113,133) that they account for almost one-third of the total budget for training expenditures."

In the U.S. training industry, the expenditure per learner in small companies, midsize companies, and large companies fluctuated between 2015 and 2025. In 2025, training expenditure per learner increased among all company sizes. Larger companies generally had a lower training expenditure per learner compared to smaller companies, although there were fluctuations through the years. In 2025, large companies, that is, companies with over 10,000 employees, spent ***Â U.S. dollars per learner on training, less than half of small companies.
