The source adds the following information: "The time series for non-statistical consumption has been changed from 2000 onwards: non-statistical consumption consists of passenger imports from 2000 to 2016 and passenger imports and online purchases of alcohol from abroad from 2017 onwards. At the same time, the time series of total consumption has changed accordingly."
