An increase in the share that is upper income or a decrease in the share that is lower income signals an improvement in economic status. A decrease in the share that is upper income or an increase in the share that is lower income signals deterioration in economic status.
1 percentage point increase or decrease in the share that is lower income is given the same weight as a 1 percentage point increase or decrease in the share that is upper income.
