Here, the unemployment rate must be understood in the sense of the International Labour Office (ILO), that is, as the ratio between the number of unemployed persons according to the ILO definition and the number of active persons according to the ILO definition.
The scope includes active persons aged 15 to 74 living in ordinary housing.

Between 2011 and 2021, the unemployment rate increased in only four countries: Austria by *** points, Italy by * point, Sweden by *** points, and Luxembourg by *** points.
In France, it decreased by *** points, and by *** points across the entire European Union of 27 countries. The largest decreases in unemployment during this period were in Ireland, Lithuania, and Latvia.
