The scope includes businesses in industry, construction, and services, except for holding company activities.

Lithuania was the European Union country with the highest business creation rate in 2019, with nearly ** percent more businesses compared to the previous year. This can be seen, for example, with the increase in businesses in the construction sector. Eastern European countries were the most prolific in terms of business creation.

For France in 2019, this rate was ** percent new businesses created, and Germany showed a creation rate of *** percent. However, this indicator should be distinguished from dynamism in research and innovation. Germany and France are among the countries where innovation is the strongest.
