The WHO Regional Office for Europe conducted a survey on AI in health systems between June 2024 and March 2025. The survey was addressed to all 53 Member States of the WHO European Region, and 50 Member States responded.

As of 2025, a share of ** percent of responding member states in the WHO European Region have introduced legal requirements for generative AI systems that are aligned with the upcoming EU legislation. In contrast, only *** percent have established cross-sector legal requirements for generative AI, and an equally small share of *** percent have implemented health sector-specific legal frameworks.
