The migration balance is the difference between the number of people who entered a territory (here, the EU States) and the number of people who left it during the year. It can be positive (entrants greater than leavers) or negative (leavers greater than entrants). The migration balance is independent of nationality.

This chart shows the migration balance by country of the European Union in 2021. The European country with the highest migration balance was Germany, with more than *** thousand more people immigrating to Germany in 2021 than those who left the country the same year. Next were Italy, France, and Spain. The two countries with the lowest migration balance were Romania and Greece. These two countries had a negative migration balance, meaning that more people left their territory than new people immigrated there.
