Enrollment ratios in upper secondary education increased in all world regions since 2000, particularly in upper middle-income countries. The increase in these countries must be seen in relation with increasing education that usually comes with increasing levels of development. Enrollment rates above 100 percent in Europe and North America as due to differences in data collection and inflows and outflows of students.
