Loans and credits for military purposes are excluded. Aid may be provided bilaterally, from donor to recipient, or channeled through a multilateral development agency such as the United Nations or the World Bank. Aid includes grants, "soft" loans and the provision of technical assistance. The OECD maintains a list of developing countries and territories; only aid to these countries counts as ODA.'

Of the bilateral aid given by the Nordic countries, the social infrastructure sector received the highest amounts. For instance, Norway's contribution to the sector amounted to over *** billion U.S. dollars in 2021. Moreover, there are variances between the countries. Whereas the second largest sum from Sweden was humanitarian aid, Norway's second highest prioritized sector was multisector. In total, Norway allocated the highest amount of bilateral aid, but Sweden allocated the highest total amount of development aid.
